Just allow freighters to carry rigged ships. You can already do this this with a convoluted 'contract to an alt and back, and back and then back again' method, might as well just allow them to carry the ships in the first place.

You chose to have a low sec status, which means you can't access hi-sec. In Eve your actions have consequences, fix your sec status and keep it above -2 and you can sell all that nice loot, or don't, and scratch around for isk. Choice is yours
